It's a "set up" fee imposed for every book uploaded to FW (ARe/OmniLit doesn't charge it.) So when an author's book goes up on FW, they have to make that $15 fee up first in sales before they see any royalties. FW is now charging ANOTHER $15 fee if the publisher wants to add or change the listing (in most cases, this is when the pub wants to add a Rec.
